An oil refinery. The tapering vertical elements are smokestacks to create draft for heating units. Most of the complex vertical units are fractionating towers. Others are flares, at this refinery (Shell at Martinez, California) designed and permitted for emergency use only in case of process upset. (Flares are alleged by some to be used to dispose of unwanted waste materials by incomplete burning with the actual pollution figures grossly underreported.)
